1. Each annotation can have different scale. And each scale can have different location (use grip to move the location)
2. To show the correct annotation size, set the model space to the appropriate scale.
Note: All AutoCAD Civil 3D model texts and labels are annotative. Set appropriate model space scale to see the right text size.
